According to the study, 95% of global firms now categorize sovereign AI as a critical business requirement. This shift follows rising geopolitical instability and a demand for localized data oversight. The report identifies a gap between corporate intent and execution. Although nearly all surveyed firms recognize the necessity of sovereign AI, only 29% currently include these models in their immediate roadmaps. This occurs while 96% of organizations are evaluating the relocation of their AI infrastructure to meet specific data residency laws and simplify cross-border operations.
The Rise of AI Factories
To scale secure intelligence, the top 15% of organizations, classified as AI Leaders, are adopting AI Factories. These environments are scalable and production-ready, combining agentic solutions with sovereign infrastructure. These leaders focus on security at scale to replace basic AI add-ons with redesigned core business applications.
Operating private environments presents technical difficulties. Approximately 35% of Chief AI Officers (CAIOs) state that the complexity of private AI systems is a main barrier to progress. Furthermore, 60% of respondents report that cross-border data limitations restrict their ability to scale AI projects. These regulatory and technical constraints are changing design standards, making sovereignty a requirement at the beginning of the development cycle.
